The policy provides Excess limits coverage over an agency's CGL (or Business Owners), Employers Liability, and Commercial Auto. Penn requires underlying General Liability in order to offer excess limits for other coverages.

Excess limits protection on a following-form basis for errors and omissions.

Employment Practices Liability
Excess limits protection on a following-form basis, for wrongful employment practices. Coverage can be written over a number of approved EPL carriers.
